2019 All-Star Tournament Rules

2019 Davis County Tournaments

Legacy, Centerville and Farmington Baseball Leagues welcome all teams participating in the Davis All-Star and Competitive Team Tournaments.  This information sheet will clarify all rules and requirements for all teams participating. Any deviation from these standards will put your players and teams in jeopardy of being disqualified from this tournament and possibly future tournaments.

 

June 20-24              Invitational                     

  • Kindergarten and Junior High will play in Centerville
  • 3rd/4th grade and 5th/6th grade will play in Farmington
  • 1st/2nd grade will play in West Bountiful
  •  

June 27-July 1         District                           

  • Kindergarten and Junior High will play in Centerville
  • 3rd/4th grade and 5th/6th grade will play in Farmington
  • 1st/2nd grade will play in West Bountiful
  •  

    July 10-13         State                            

  • 3rd/4th grade, 5th/6th grade and Junior High will play in Centerville
  • 1st/2nd grade will play in West Bountiful
  •  

All tournaments guaranteed 4 games, 4th game is the first in the bracket.

Format

Three game pool play and then bracket play format (four game guarantee).  Everyone plays three pool play games which determines seeding for single elimination tournament that every team plays in.

Team and Player Requirements

Each team must consist of at least 11 players. Teams will bat the entire lineup.

Each player must be in full uniform. Hat, shirt, baseball pants, belt, socks, and shoes (no sandals). All Coaches must be in a team shirt.

Only players in full uniform will be allowed on the playing field and in the dugout. No “bat boys”, team mascots, or family members are allowed in the dugout at any time, except for the purposes of providing hydration or other medical assistance.

Home Team will have the third base dugout. If team is playing directly after on same field, team will retain same dugout.

Home team for all games is listed first. Home team in the single elimination bracket phase of the tournament will be determined by “Best” seed. Best seed is always the Home team. If both teams are same seed rank, then coin flip will determine home team.

Both teams are required to keep a score book and innings pitched for both teams.  It is recommended that scorekeepers check scores at the end of each inning. At the end of each game, coaches should check both books and sign off.  Home team is required to report score and all players’ innings pitched within 1 hour of game completion.

Umpires judgment calls are not to be questioned. Balls and strikes are not to be argued. If you have a question as to what the umpire saw, or where the pitch was, etc, please ask in an appropriate manner. If you wish to protest a rule interpretation by the umpire based on what the umpire saw, you must state that you are protesting the game and have a Tournament official make a ruling on the spot. The Tournament Official’s ruling will be final and the game will continue. Your team is responsible for the actions of your fans. Please share this information with them so there are no misunderstandings on general conduct.

All baseball rules shall apply from Major League Baseball rules and as modified the following:

 

Length of Games:

  • Kindergarten - No new inning after 1hour 15 min
  • 1st/2nd grade - No new inning after 1 hour 30 min
  • 3rd/4th grade- No new inning after 1 hour 45 min
  • 5th/6th grade - No new inning after 1 hour 45 min
  • 7th-9th grade - No new inning after 1 hour 45 min

            *** 10 Run rule - after 4 (3 ½ if home team is up 10) innings***

Equipment:

  • There are no regulations on bat use.
  • Jugs pitching machine will be used for Kindergarten and 1st/2nd grade.

Pitching Distance and Rules:

  • Kindergarten – Machine set at 38 Feet with a speed of 28 MPH
  • 1st grade/2nd grade – Machine set at 40 Feet and 40 MPH
  • 3rd grade/4th grade – 46 Feet
  • 5th grade/6th grade – 50 Feet
  • Junior High – 54 Feet

    *** Innings Pitched (applies to 3rd/4th, 5th/6th, and Junior High)

     

    Playing fields

  • Kindergarten – 50 Foot Bases
  • 1st grade/2nd grade – 60 Foot Bases
  • 3rd grade/4th grade – 60 Foot Bases
  • 5th grade/6th grade – 70 Foot Bases
  • Junior High – 80 Foot Bases

     

    Legal players

  • Kindergarten – Players that just finished kindergarten or younger
  • 1st grade/2nd grade - Players that just finished 1st or 2nd grade
  • 3rd grade/4th grade – Players that just finished 3rd or 4th grade
  • 5th grade/6th grade – Players that just finished 5th or 6th grade
  • Junior High – Players that just finished 7th, 8th and 9th grade
  • Maximum Innings for tournament: 11 innings
  • Maximum Innings in One Calendar Day: 7 innings
  • If pitcher pitches more than 3 innings in one calendar day, a 36 hour rest period will apply.

 

Kindergarten Rules:

  • Machine set at 38 Feet with a speed of 28 MPH
  • No coaches on the field for defense.
  • We will play 3 strikes baseball.The player will be given a maximum of 6 pitches to put the ball in play, but if he/she swings and misses 3 times, the batter is out.If player foul tips the third strike or sixth pitch the player is allowed additional pitches until a swing and miss or does not swing the bat.
  • 5 runs per inning except the last inning which is 10 runs.The last inning will be declared by the umpire.
  •  

    1st/2nd grade other rules:

  • We will play 3 strikes baseball.The player will be given a maximum of 6 pitches to put the ball in play, but if he/she swings and misses 3 times, the batter is out.If the 6th pitch is a foul, batter may continue batting until 3rd strike.
  • 5 runs per inning except the last inning which is 10 runs.The last inning will be declared by the umpire.
  • Positions fielded and batting order. Field ten (10), bat the entire lineup.Teams must have a player at the pitcher and catcher position.A maximum of 4 outfielders may be used.
  • The player fielding the pitcher’s position shall take the position five feet to the rear of the pitching machine and 3 feet to the left or right.A 2 foot line will be drawn at this position.The player must keep at least one foot on this line at the start of the pitch.If the other foot is free it will be on the side of the line extending away from the pitching machine.
  • A batted ball which strikes the pitching machine before touching the ground or a fielder and is subsequently caught before touching the ground is NOT an out.
  • If a batted ball hits the umpire/machine and goes into FOUL territory, the ball is dead, every runner advances one base. If a batted ball hits the umpire/machine and stays in FAIR territory, the ball is live as normal.
  • The batter is out on a foul tip if it is also the 3rd strike regardless of the pitch number.
  •  

    3rd/4th  grade other rules:

  • Players CAN NOT lead off.  They can leave the base as soon as the ball has crossed the plate. If they leave early they will receive a warning. The next time they (the team) will have an automatic out, even if it is another player.
  • No dropped third strike rule in effect. Strike out is a strike out, even if the catcher drops the ball.
  •  

    5th/6th grade and Junior High other rules:

  • The drop 3rd strike rule is in play, as long as there is no one on first with less than two outs.
  • Balks will be enforced.
